From Jeff: “What we have here are seven vehicles parked where there are no marked spaces. Which is inexcusable because there were a huge number of empty marked spaces on the same level of the garage structure that is immediately to the right in this photo.”
Jeff says this is at a mall. I’m thinking there was a sale at Macy’s.

Is it possible the cars parked there when there weren’t a “huge number of empty marked spaces” around?

There actually is a Macy’s really close to that spot. Can’t recall if a sale might have been going on.
